TWO Quedgeley community groups claim they are under threat of closure because of a change in the parish council's grants system. Last month parish councillors decided groups who have received funding from them for three consecutive years would not be able to apply for a fourth year. They were snapped speeding by Quedgeley parish councillors Graham Smith and Steve Smith who stood by the roadside in the Severn Vale School area with a speed gun for five days.
